HSAP requirments unfair to students with disabilities

When my son was diagnosed with Autism at the age of two, the specialist at
that time only told me what he would never do. They said he would never
speak, he would never be in a regular classroom at school, he would not lead
a normal life, and I needed to deal with that reality.
