2 charged with animal cruelty

Two Jefferson residents were charged with animal cruelty for alleged improper care of a horse.
A Chesterfield County sheriff’s deputy found the malnourished horse while investigating a complaint on Sept. 9 on Kirkley Road in Jefferson.
Wilson Darrell Payne, 35, of the 1000 block of Kirkley Road, said his landlord, Mark McClain, 49, also of the 1000 block of Kirkley Road, placed the horse at his address.
According to a Chesterfield County Sheriff’s Office report, McClain said he got the horse for Payne and that Payne was responsible for its care.
